BOSTON —

Could tolls soon be coming to Route 128 and many other major highways in Massachusetts?

That's the proposal from one lawmaker who says he wants to make things fair since many drivers don't currently pay tolls.

State Sen. Thomas McGee, a Democrat from Lynn, is proposing legislation that would bring tolls to Interstate 93 through Boston, Route 1 south of Interstate 95 and portions of Route 2.

His bill calls for tolls to begin by the end of next year and the funds to be allocated to all statewide transportation needs, including the MBTA.

First proposed in January, McGee's bill was discussed in a hearing this week.

Bill S-1959 calls for the creation of a plan for electronic tolling before the end of the year, which would be submitted to the legislature's joint committee on transportation. That plan would be implemented by the end of 2018.

The plan would be required to include "toll charges that address the operating and capital requirements of the Metropolitan highway system."

It also calls for "equitable" treatment of all drivers, but could include peak period price increases designed to discourage driving at peak times.

Money raised from the electronic tolling would be used for the operation, maintenance, repair, replacement, enhancement and expansion of the highway system, the bill said.

It would also authorize the issuance of bonds to raise money for the turnpike or the highway system.
